If you mean, "was it a child who said this strange thing?" then the answer is no. It may or may not have been directed at a child but that certainly wasn't the sense I got at the time.
If you mean "did the emergency jacket food supply consist (in whole or in part) of tater tots?" then what the heck kind of a silly question is that?
